Changes Department of Conservation's biennial legislative reporting requirement to posting information on its website by May 1 of every other year regarding acres under contract, cancellations, and pending certificate actions.

Requires cities and counties to provide Department of Conservation with GIS data files of all agricultural preserves and Williamson Act contracted land by January 30 each year, replacing previous map requirement.

Eliminates requirement for department approval of farmland security contract cancellations and removes department's authority to agree on cancellation values with landowners.

Removes various administrative provisions including department involvement in formal valuation review processes, requirement to submit sample contract forms, and department enforcement authority through mandamus proceedings.
