Modifies the local control funding formula for calculating state funding apportionments to county superintendents, school districts, and charter schools.

For the 2021–22 fiscal year, requires using the greater of 2019–20 or 2021–22 average daily attendance (ADA) for apportionment calculations.

For the 2022–23 fiscal year, requires using the greater of 2019–20, 2021–22, or 2022–23 average daily attendance for apportionment calculations.

Applies to school districts, county offices of education, and charter schools.
