Requires state agencies to stop sending outgoing mail containing full social security numbers by January 1, 2023, unless the number is truncated to the last 4 digits or federal law requires inclusion.

Mandates the Employment Development Department to cease mailing full social security numbers by October 1, 2021, requiring replacement with a modified unique identifier or truncation to last 4 digits.

Exempts mailings to current/prospective state employees, returned individual documents, Controller documents, and responses to valid personal information requests from the social security number restrictions.

Requires state agencies unable to comply to submit annual corrective action plans to the Legislature, with such reports kept confidential from public disclosure.

Directs the Employment Development Department to identify adjustable fraud prevention efforts by January 1, 2022, and designate a single fraud prevention coordination unit aligned with best practices for fraud detection.
