Increases California's greenhouse gas emissions reduction requirement to 40-80% below 1990 levels by December 31, 2030 (previously required only 40% reduction).

Establishes state policy to restore oceanic and atmospheric greenhouse gas concentrations to preindustrial levels as soon as possible to secure a safe climate and reverse climate change impacts on California communities, economy, and environment.

Requires the Secretary of the Natural Resources Agency, in coordination with the Secretary for Environmental Protection and State Air Resources Board, to develop a climate restoration plan specifying carbon removal targets before 2035.

Directs the Office of Planning and Research to develop criteria ensuring public climate resilience spending prioritizes vulnerable communities first, rectifies systemic inequities, and enhances labor standards and job quality in low-income communities.

Exempts the state from reimbursing local agencies and school districts for costs related to this act since obligations arise from changes to criminal penalties under existing greenhouse gas emissions law.
