Department of Motor Vehicles must transmit voter registration information to Secretary of State for persons who provide documentation of U.S. citizenship and voter eligibility when applying for driver's licenses or identification cards or notifying of address changes.

Secretary of State shall automatically register or preregister eligible persons based on DMV information, unless the person declines or is deemed ineligible.

County elections officials must send notices to registrants' addresses allowing them to decline registration, designate party preference, select language preference, or opt into permanent vote-by-mail status, with notices translated into minority languages as required.

DMV may not process voter registration information for persons who provide documents showing they are not U.S. citizens, and confidential home addresses are excluded from transmission.

Bill becomes operative on January 1, 2025, or five days after Secretary of State certifies information technology infrastructure is functional, with administrative implementation allowed beginning January 1, 2022.
