Amends Penal Code Section 13510.8 to clarify that factual or legal determinations in prior appeal proceedings are governed by existing collateral estoppel law when the Commission on Peace Officer Standards and Training investigates, suspends, or revokes a peace officer's certification.

Establishes that an action by a law enforcement agency or decision from an appeal of that action does not preclude the commission from taking action to investigate, suspend, or revoke a peace officer's certification.

Applies only if Senate Bill 2 of the 2021-22 Regular Session is enacted and becomes effective.

Approved by Governor September 30, 2021 and filed with Secretary of State the same date.
