Prohibits licensing authorities from issuing new provisional cannabis licenses on or after July 1, 2022, unless the applicant is a qualified equity applicant as defined by the California Cannabis Equity Act.

Allows licensing authorities to reinstate provisional licenses issued before July 1, 2022, for the same activity previously licensed at a location.

Extends the expiration date of provisional license provisions from January 1, 2022, to July 1, 2028.

Declares the act furthers the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA).

Specifies that no state reimbursement is required because any local costs result from the creation of crimes or infractions under perjury law.
