State Air Resources Board must develop a comprehensive strategy by July 1, 2023, for California's cement sector to achieve net-zero greenhouse gas emissions by December 31, 2045.

Board must establish interim targets to reduce greenhouse gas intensity of cement by 40% below 2019 average levels by December 31, 2035.

Board shall evaluate feasibility of interim targets by July 1, 2028, and may adjust targets upward or downward based on technological advancements and deployment barriers.

Strategy must include assessment of existing and new measures, coordination with state agencies and communities, prioritization of state and federal incentives, and evaluation of measures to support low-carbon cement demand through financial incentives and adoption programs.

Board must implement the strategy upon legislative appropriation, with provisions to account for imported cement emissions and minimize greenhouse gas leakage.
