Requires comprehensive school safety plans to identify areas of school property easily accessible by the public, including unfenced areas and locations lacking active staff supervision while pupils are present.

Changes legislative language from "both" to "all" when describing required components of school safety plans, expanding the scope of required safety measures.

Makes nonsubstantive technical changes to existing school safety plan language, including updated references to "internet website" and gender-neutral pronouns.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to existing Government Code provisions.
