Authorizes the Adjutant General to establish support programs including morale, welfare, recreational, training, and educational programs for Military Department personnel and their families under the California Military Department Foundation.

Allows the Adjutant General and Military Department to enter into memoranda of agreement with nonprofit military or veteran foundations and other entities to conduct California Military Department Support Fund activities.

Exempts agreements and support programs from the State Contract Act and other state agency contracting procedures; allows direct expenditures from the California Military Department Support Fund to pay partner organizations for donated funds designated for Support Fund activities.

Establishes the California National Guard Military Family Relief Fund as an account within the California Military Department Support Fund to provide financial aid grants to California National Guard members called to active duty who demonstrate financial need.

Requires the Adjutant General to conduct an annual internal audit of the fund and report findings to the Department of Finance by March 31 each year.
