Reduces the age exemption for mandatory sex offender registration from 10 years to 3 years for persons convicted of certain offenses involving minors under the Sex Offender Registration Act.

Requires persons more than 3 years older than a minor victim to register as sex offenders if convicted of statutory rape (subdivision (c) or (d) of Section 261.5).

Exempts this bill from state reimbursement requirements to local agencies and school districts under the California Constitution because it changes the definition of a crime.

Amends Sections 290 and 290.005 of the Penal Code to implement the new registration requirements for out-of-state convictions that would qualify under these provisions.
