Allows local jurisdictions facing continuing violations of organic waste reduction regulations that began in 2022 to submit a "notification of intent to comply" to the Department of Resources Recycling and Recovery by March 1, 2022.

Requires the department to waive administrative civil penalties for violations disclosed in an approved notification if the local jurisdiction implements the proposed remedial actions according to the submitted schedule.

Permits the department to establish corrective action plan deadlines it deems necessary and appropriate, potentially extending beyond standard timelines in Section 18996.2 of the California Code of Regulations.

Authorizes the department to adopt emergency regulations to implement and enforce these provisions, with such regulations remaining in effect until January 1, 2024.

Allows administrative civil penalties to begin accruing on January 1, 2023 for violations continuing from 2022, but waives those penalties upon complete compliance with an approved corrective action plan.
