Increases the daily on-premises sales limit for licensed craft distillers from 2.25 liters to 4.5 liters of prepackaged spirits per consumer.

Authorizes craft distillers licensed in California and distilled spirits producers/craft distillers licensed in other states to obtain a distilled spirits direct shipper permit to sell and ship up to 54 liters per consumer per calendar year directly to California residents 21 years or older for personal use.

Requires distilled spirits direct shippers to obtain a seller's permit, use common carriers for delivery requiring adult signature, maintain detailed shipping records for three years, and pay applicable sales and excise taxes.

Prohibits unlicensed direct shipment of distilled spirits to California consumers and makes knowingly participating in such shipments a misdemeanor.

Removes provisions authorizing beer direct shipper permits that were in earlier versions of the bill.
