Establishes a tuition assistance program administered by the State Department of Social Services for individuals pursuing postgraduate degrees who work with foster youth in qualifying agencies.

Provides tuition assistance for eligible individuals attending graduate schools at the University of California, California State University, or independent institutions of higher education, funded by appropriated federal Title IV-E Social Security Act funds.

Prioritizes enrollment of eligible individuals who reflect the diversity of California's foster youth population and current state, county, or tribal probation placement staff.

Defines eligible individuals as those currently employed by or qualified for employment in county probation departments serving foster youth and providing court-ordered placement services.

Requires the State Department of Social Services to adopt regulations by January 1, 2023, covering application criteria, application process, data collection, and program expenditure accountability.
