Establishes the Environmental Equity and Outdoor Access Act to ensure all Californians have meaningful access to the state's natural resources and outdoor spaces.

Declares it state policy to ensure equitable access to natural resources with special emphasis on communities facing disproportionate barriers, and to eliminate unequal exposure to environmental degradation and climate impacts.

Authorizes the Natural Resources Agency and its departments, boards, offices, conservancies, and commissions to take targeted actions prioritizing communities of color, economically disadvantaged communities, the LGBTQ community, people with disabilities, women, and intersectional groups to reduce barriers to outdoor access.

Requires the agency to promote inclusivity and improve staff competency in addressing cultural, racial, gender, sexuality, ability, and nationality biases to ensure all Californians and visitors feel safe and welcome in outdoor spaces.

Requires the Natural Resources Agency to submit a report to the Legislature on or before January 1, 2024, regarding implementation of these provisions, with the reporting requirement ending January 1, 2026.
