Removes the 10-year photo age limit and outstanding fee requirement for inmates obtaining identification cards upon release from state prison.

Expands eligibility to include inmates who have never previously held a California driver's license or identification card, provided they sign and verify their application and meet specified requirements.

Requires the Department of Corrections and Rehabilitation to facilitate obtaining necessary documentation (birth certificates, social security numbers) and to provide photo prison identification cards to inmates if valid identification is not obtained before release.

Establishes an $8 fee for original or replacement identification cards issued to eligible inmates released from state correctional facilities, and allows issuance of renewed driver's licenses in lieu of identification cards if the inmate meets eligibility criteria.

Requires inmates to verify California residency and new photos to be taken if existing photos are deemed unusable.
