Extends the prohibition on new gambling authorization in jurisdictions that had not authorized legal gaming before January 1, 1996, until January 1, 2024 (previously January 1, 2023).

Extends the prohibition on expanding gaming beyond what was permitted on January 1, 1996, in jurisdictions with existing ordinances, until January 1, 2024.

Extends the prohibition on the California Gambling Control Commission issuing gambling licenses for establishments not licensed by December 31, 1999, until January 1, 2024 (with exception for applications filed prior to September 1, 2000).
