Authorizes two or more eligible cities, or one or more cities and a county, to propose projects to be jointly funded with Road Maintenance and Rehabilitation Account apportionments.

Requires each participating city and county in a jointly funded project to include their participation in their individual project lists submitted to the California Transportation Commission.

Mandates that jointly funded projects be endorsed by a memorandum of understanding approved by participating entities that identifies the lead agency and describes each participant's contributions.

Requires each participating city and county to submit documentation detailing their expenditures on jointly funded projects to the commission, including project descriptions, amounts spent, and completion dates.

Allows cities and counties to expend other funds on eligible projects before receiving their apportionment and to reimburse the funding source when they receive their apportionment from the Controller.
