Requires the California Department of Social Services to post on its website a list of educational programs that qualify students for CalFresh employment and training exemptions and instructions for county agencies to verify student eligibility.

Mandates that county instructions include specific guidance for processing applications, reporting, and recertification for ten categories of exempt students, including those in workstudy, employed 20+ hours weekly, with children, or in career technical education programs.

Requires community colleges and universities to distribute standardized workstudy verification forms to all students approved for state or federal workstudy to facilitate CalFresh eligibility verification.

Directs the department to convene a workgroup including UC, Cal State, community colleges, and student advocates to identify steps for establishing a CalFresh application process that accommodates large influxes of applications at the beginning of school terms in counties with institutions of 10,000+ students.

Requires the department to submit a report to the Legislature by April 1, 2023, detailing the workgroup's identified steps and cost estimates for implementation.
