Requires the State Energy Resources Conservation and Development Commission to prepare a statewide assessment of fuel cell electric vehicle fueling infrastructure and fuel production needed to support zero-emission trucks, buses, and off-road vehicles by December 31, 2023.

Assessment must examine existing and future fuel production and distribution infrastructure needs throughout the state, including in low-income communities, and consider dispensing equipment, production equipment, storage equipment, and related infrastructure.

Requires the Energy Commission to regularly seek data and input from state agencies and stakeholders including utilities, transportation agencies, fuel producers, environmental groups, and vehicle manufacturers.

Mandates updates to the statewide assessment at least once every three years, with all assessments posted on the Energy Commission's internet website.

Clarifies the assessment does not mandate state funding and does not limit the Energy Commission's ability to award funds competitively for fuel development, infrastructure, and vehicle technology projects.

Sunsets December 31, 2029, at which point the section is repealed.
