Requires the California Health Benefit Exchange (Covered California) to request monthly data from the Employment Development Department (EDD) beginning September 1, 2023, on all new applicants for unemployment insurance, state disability, and paid family leave.

Authorizes EDD to share applicant information including name, contact details, social security number, date of birth, wages, and claim details with the Exchange to facilitate health care coverage outreach and eligibility determination for Medi-Cal and subsidized health plans.

Mandates the Exchange use the shared information to market health coverage options and conduct outreach to unemployed individuals and their dependents, with safeguards requiring consent before disclosing personal information and restrictions limiting use to health coverage purposes.

Allows the Exchange and State Department of Health Care Services to verify employer health coverage offers and notify employers when employees enroll in qualified health plans through the Exchange.

Requires all shared data to comply with federal and state privacy and information security requirements, with criminal penalties for unauthorized access or disclosure.
