Amends Section 18525 of the Government Code to redefine "appointment" in the state civil service system.

Changes the definition of "appointment" from "the offer to and acceptance by a person of a position" to "the date that a person officially reports to work to a position or the date designated by the appointing authority, whichever is earlier."

Applies the new definition to all current and future employees, codifying existing state practice for determining appointment dates.

Removes the January 1, 2023 effective date limitation that was included in earlier versions of the bill.
