Establishes state policy allowing lower-income individuals in communities experiencing displacement and gentrification to access affordable housing that enables them to remain in their neighborhoods.

Permits low-income housing tax credit programs and tax-exempt bonds for affordable housing to support tenant preference policies that assist households facing or at risk of displacement.

Requires local governments adopting tenant preference policies to create a webpage with their ordinance and supporting materials within 90 days and annually submit the link to the Department of Housing and Community Development.

Mandates the Department of Housing and Community Development post a list of jurisdictions with tenant preference policies on its website.

Sunsets the chapter on January 1, 2033, and requires all local tenant preference policies to comply with fair housing laws and the duty to affirmatively further fair housing.
