Authorizes community college districts to charge enrollment fees up to $46 per unit per semester, rather than requiring the fixed $46 fee amount.

Requires governing boards charging less than $46 per unit to adopt a policy establishing eligibility requirements for fee rate modifications, with priority granted to students with greatest financial need.

Defines "total cost of attendance" for community college students to include all items prescribed under federal law (Section 108711 of Title 20 of the United States Code).

Permits community college districts to use existing funds to support the California College Promise and provide assistance to students for their total cost of attendance.

Districts charging below the $46 per unit rate are ineligible for state reimbursement for the difference between their charged fee and the $46 standard rate.
