Requires the Secretary of Transportation to establish the California Council on the Future of Transportation to advise the Governor and Legislature on state policy regarding autonomous vehicle deployment, ensuring they enhance road safety, promote equity, and meet public health and environmental objectives.

Council consists of the Secretary of Transportation as chair plus 23 additional members: designated state agency heads (Natural Resources, Labor, Transportation Commission, Planning and Research, CHP, Insurance Commissioner, DMV, Business Development, Air Resources Board, Public Utilities Commission, and Privacy Protection Agency) and 11 public members representing diverse interests including labor, environmental, equity, public health, disability rights, local government, transit, manufacturers, and technology companies.

Requires the council to gather and consider public comment and submit a comprehensive report to the Legislature by January 1, 2024, with policy recommendations on safety, infrastructure, congestion reduction, environmental objectives, transit integration, labor impacts, accessibility, insurance, and cybersecurity; council must update or resubmit the report biennially or more frequently at the secretary's discretion.

Mandates the council create subcommittees for each major topic area, with one led by the Office of Planning and Research focused on environmental, public health, and energy objectives; this subcommittee must submit policy recommendations by January 1, 2024, and make them publicly available.

Sunsets all provisions on January 1, 2035.
