Prohibits paying money or providing anything of value based on the number of signatures obtained on state or local initiative, referendum, or recall petitions.

Imposes civil penalties equal to the greater of $25,000 or $50 per signature gathered in exchange for compensation.

Authorizes the Attorney General to bring civil enforcement actions for violations of the prohibition.

Allows private citizens ("qui tam plaintiffs") to file civil actions and receive 17-50% of recovered proceeds, with the Attorney General receiving 33% and remaining funds directed to voter education efforts.

Permits payment for signature gathering that is not based on the number of signatures obtained, such as hourly wages.
