Imposes a moratorium on the California Department of Public Health issuing new hospice licenses beginning January 1, 2022

Moratorium ends on the earlier of: 365 days after the California State Auditor publishes a report on hospice licensure, or January 1, 2027

Department may grant exceptions to the moratorium if applicant demonstrates a demonstrable need for hospice services in their proposed operating area based on concentration of existing hospice services

Exception applies to applicants for new licenses or those with applications pending on January 1, 2022

Does not affect the department's authority to renew existing hospice licenses
