Requires individualized education programs (IEPs) for pupils with exceptional needs to include descriptions of necessary accommodations to emergency safety procedures starting in the 2024–25 school year if comprehensive school safety plan procedures are insufficient for the pupil's safety.

Mandates that when a pupil with an IEP transfers to a different schoolsite, the IEP team must meet within 30 days to review and update emergency safety accommodations based on that schoolsite's comprehensive school safety plan.

Requires local educational agencies to create and maintain an Inclusive School Emergency Plan that includes safety procedures for pupils whose parents provide written consent, with physical copies kept at every schoolsite.

Requires comprehensive school safety plans to include procedures for using the Inclusive School Emergency Plan, its location at each schoolsite, and who has access to it.

Establishes that if the state determines the bill imposes costs on local agencies, reimbursement shall be made according to statutory procedures for state-mandated local programs.
