Establishes the High Road Jobs in Transportation-Related Public Contracts and Grants Pilot Program requiring zero-emission transit vehicle and electric vehicle supply equipment contracts valued at $10,000,000 or more to incorporate high road job standards.

High road job standards require contractors and subcontractors to provide quality full-time jobs with high wages and benefits, hire displaced workers, prevent worker misclassification, comply with paid sick leave laws, meet safety requirements, and comply with the Americans with Disabilities Act.

Requires contractors to submit annual compliance reports beginning 12 months after contract award and a final report before receiving final payment, with penalties of up to $10,000 per missed report and permanent deductions for non-compliance after 15-30 days notice.

Mandates contractors and subcontractors enter into labor peace agreements prohibiting picketing, work stoppages, and boycotts for the contract term if requested by employee organizations.

Sunsets on January 1, 2028; applies only to contracts awarded on or after January 1, 2023.
