Requires the Homeless Coordinating and Financing Council to set specific, measurable goals for preventing and ending homelessness among unaccompanied women in California, including reducing the number experiencing homelessness and decreasing duration of homelessness.

Mandates the council develop and collect county-level and statewide data on unaccompanied women experiencing homelessness, including information on race, gender, age, geography, sexual orientation, and domestic violence victimization, and include this data in the Homeless Data Integration System within 90 days of operationalization.

Requires data collection and sharing from state and county agencies and service providers as a condition of receiving state homelessness funding, with protections to redact or obtain consent before disclosing information about domestic violence victims.

Directs the council to coordinate with unaccompanied women experiencing homelessness, state agencies, and stakeholders to inform policy and programs.

Authorizes the council to provide technical assistance and program development support to service providers to increase capacity to serve unaccompanied women experiencing homelessness, particularly in underserved areas.
