Establishes the Los Angeles County Affordable Housing Solutions Agency governed by a 21-member voting board plus one nonvoting member, with representation from county supervisors, city mayors, councils of government, and housing experts to increase affordable housing supply through regional funding and technical assistance.

Authorizes the agency to raise revenue through parcel taxes, gross receipts business taxes, documentary transfer taxes, and issuance of bonds to fund affordable housing production, preservation, renter protection programs, and related services.

Requires minimum annual expenditure allocations: 40% for affordable housing creation and preservation, 30% for renter protection programs, 5% for technical assistance, and up to 10% for administrative costs, with 70% of funds distributed to eligible jurisdictions based on lower-income housing needs.

Mandates prevailing wage requirements for all construction or rehabilitation projects receiving agency funding under prevailing wage law, and requires projects with 40 or more units to comply with applicable project labor agreements.

Establishes an 11-member citizens' oversight committee to approve annual expenditure plans, review audits, and monitor program performance to ensure accountability and compliance with affordability targets.
