Establishes the End Racial Inequities in Children's Health in California Initiative (EnRICH CA Initiative) to reduce racial disparities in childhood chronic diseases by at least 50 percent by December 31, 2030.

Requires the California Health and Human Services Agency to convene an advisory workgroup by January 31, 2022, to develop and implement a plan addressing chronic conditions including asthma, diabetes, dental caries, depression, and vaping-related diseases.

Plan must quantify desired outcomes by race and ethnicity, establish baseline data, identify language access barriers, align existing state initiatives, and set accountability standards with outcome-based milestones.

Requires the agency to submit the plan to the Legislature and post it on its website by January 1, 2023, and commence implementation by June 30, 2023, with progress reports submitted every two years thereafter.

Implementation is contingent upon an appropriation by the Legislature in the annual Budget Act or another act.
