Authorizes California State University to award the Doctor of Public Health (DrPH) degree, creating an exception to the University of California's sole authority to award doctoral degrees.

Requires DrPH programs to focus on health and scientific knowledge translation, transformative community leadership, and address California's public health workforce needs while enabling full-time working professionals to earn the degree.

Mandates student fees in CSU DrPH programs be comparable to but not exceed fees charged for the same degree at University of California.

Prohibits DrPH enrollment from diminishing undergraduate program growth and requires startup and operational funding to come from existing CSU budgets without reducing undergraduate program quality or enrollment.
