CA SB69

Renames the North Coast Railroad Authority to the Great Redwood Trail Agency effective March 1, 2022, and removes the Golden Gate Bridge, Highway and Transportation District representative from the board while allowing the Governor to appoint nonvoting directors from the Transportation Agency and Natural Resources Agency.

Requires the Great Redwood Trail Agency to inventory rail rights-of-way parcels, complete environmental assessments, plan and construct trails along or parallel to rail rights-of-way, complete federal railbanking processes, and submit annual progress reports to the Legislature beginning January 1, 2024.

Transfers all agency rights, interests, and title relating to rail rights-of-way south of the Mendocino-Sonoma county line to the Sonoma-Marin Area Rail Transit District, including real property, easements, contracts, and common carrier obligations.

Grants the Great Redwood Trail Agency authority to fix fees, make grants, acquire property, enter contracts, adopt ordinances, and enforce regulations; subjects the agency to the Ralph M. Brown Act and California Public Records Act.

Authorizes the Sonoma-Marin Area Rail Transit District to own and operate a freight rail system, fix freight service rates and charges, and designates bicycle and pedestrian pathways under the district's jurisdiction as "The Great Redwood Trail, Southern Segment."
