Requires the State Department of Education to publish data on federal measures of least restrictive environment for pupils with disabilities on its website and the California School Dashboard by November 30, 2023.

Data must be disaggregated by race or ethnicity and local educational agency.

Establishes legislative findings that all pupils, including those with disabilities, are general education pupils first and inclusion in general education classrooms should be the default setting unless the individualized education program determines otherwise.

Declares that local educational agencies must use least restrictive environment data to inform continuous improvement efforts in their fiscal and programmatic planning.
