Imposes a 2, 3, or 4-year consecutive prison enhancement for committing or attempting to commit specified felonies (manslaughter, mayhem, kidnapping, robbery, carjacking, assault, rape, sodomy, oral copulation, lewd acts on children, and sexual penetration) at or adjacent to a public or private school, church, temple, synagogue, mosque, or other place of worship, or at school or worship-sponsored activities, when the perpetrator knows or should know the victim is a student, school employee, school volunteer, or human being.

Imposes a 10-year consecutive prison enhancement for committing or attempting to commit murder in the same locations or at sponsored activities with intent to inflict great bodily injury or death, notwithstanding limitations on sentence enhancements exceeding 20 years.

Expands the definition of victims protected under the enhancement to include a fetus in addition to students, school employees, and school volunteers.

Applies to violent felonies committed on school or worship grounds, in buildings at those locations, in adjacent surroundings, or at activities sponsored by schools or places of worship.

Clarifies that no state reimbursement is required because the act creates new crimes and changes penalties within existing law.
