Establishes the Jobs and Economic Improvement Through Environmental Leadership Act of 2021, allowing the Governor to certify eligible projects for California Environmental Quality Act (CEQA) streamlining benefits until January 1, 2024.

Expands eligible projects to include residential, retail, commercial, renewable energy, clean energy manufacturing, and housing development projects on infill sites that meet specified environmental and labor standards.

Requires certified projects to achieve net zero greenhouse gas emissions, pay prevailing wages, use skilled and trained workforces, and comply with binding mitigation agreements enforceable by lead agencies.

Mandates applicants pay trial court and appellate court costs for litigation challenging project approvals, and requires concurrent preparation of administrative records with a 270-day target for judicial resolution.

Repeals the chapter on January 1, 2026, unless extended by later statute; previously certified projects remain valid if approved by lead agencies by January 1, 2025.
