Establishes the High Road Employment Program within the Labor and Workforce Development Agency to assist state agencies in complying with High Road Employment Plan requirements and ensuring fair treatment of workers and communities.

Requires all bidders for state contracts to submit a High Road Employment Plan certifying proper worker classification and including information on jobs created, wages and benefits by job classification, training programs, and worker retention rates.

Mandates that High Road Employment Plans demonstrate job quality standards including compliance with high road standards, stable employment schedules, competitive wages and benefits, career advancement opportunities, safe working conditions, and worker voice in the workplace.

Establishes the Interagency High Road Team comprising the Labor and Workforce Development Agency, Government Operations Agency, and Governor's Office of Business and Economic Development to oversee High Road Employment Plan evaluation metrics and report implementation results to the Legislature by January 1, 2024.

Adds definitions for "high road contracting," "high road procurement," "job quality," and "economic equity" to the Unemployment Insurance Code and expands the California Workforce Development Board's responsibilities to include standards for high road contracting and procurement practices.
