Effective August 1, 2021, eliminates the 3-year waiting period for GI Bill recipients to maintain nonresident tuition exemptions at California Community Colleges and California State University, allowing continued exemption as long as students remain eligible for federal GI Bill benefits and continuously enrolled.

Removes the requirement that nonresident foreign students participating in student exchange programs at California State University cannot be U.S. citizens, allowing U.S. citizen residents of foreign countries to qualify for tuition waivers under this provision.

Changes tuition waiver eligibility for exceptional foreign graduate students from requiring 20+ hours weekly employment or specific enrollment units to requiring full-time course of study enrollment while maintaining the 25 percent cap on waivers.

Changes undergraduate foreign student tuition waiver requirements from at least 10 semester units to full-time course of study enrollment while maintaining the 7.5 percent cap on waivers.

Adds California State University to the definition of "state agency" for real property jurisdiction transfers, requiring county recorders to record these transfers without fee.
