Requires laboratories that examine, diagnose, test, or identify emergency or regulatory conditions in poultry and livestock to obtain certification from the Department of Food and Agriculture, effective immediately.

Exempts laboratories already approved, certified, or accredited by state or federal government to provide equivalent services from certification requirements.

Establishes application and renewal fees of $1,000 through January 1, 2023, then allows department to adjust fees to cover reasonable implementation costs.

Authorizes civil penalties up to $25,000 per violation (including each day of unlicensed operation or each unauthorized test conducted), with proceeds deposited into the Department of Food and Agriculture Fund.

Specifies that violations are civil matters only and not crimes, subject to administrative or court enforcement rather than criminal prosecution.
