Requires the California Department of Education and California Workforce Development Board to jointly form a study group of subject matter experts in education, trade, immigration, workforce services, and labor markets to analyze challenges and opportunities for binational students and workers on the California-Mexico border.

Mandates the study group to issue a report by December 1, 2022, with findings and recommendations on improving educational and labor market outcomes for binational populations and understanding cross-border labor market dynamics.

Requires the Department of Education and Workforce Development Board to submit a comprehensive report to the Legislature by July 1, 2023, including a preliminary plan, resource needs, and scoping options for increasing access to educational opportunities and career services for binational students and workers.

Directs the report to address feasibility of establishing cross-border postsecondary coursework, degree opportunities, internships, and support programs for students whose education spans both California and Mexico.
