Authorizes courts to allow persons convicted of infractions to satisfy community service hours through participation in educational programs, including high school, GED, college courses, adult literacy, English as a second language, and vocational education programs.

Maintains existing requirement that courts permit community service in lieu of fines upon showing that payment would cause hardship to the defendant or their family.

Sets hourly credit rate for community service at double the minimum wage for employers with 25 or fewer employees, with courts able to increase this amount by local rule.

Permits defendants to perform community service in the county where the infraction occurred, their county of residence, or any county where they have substantial ties such as employment, family, or education.

Requires courts to retain jurisdiction over community service completion regardless of which county the defendant chooses to perform the service.
