Requires district attorneys and the Attorney General to recuse themselves from investigating, charging, or prosecuting a peace officer for alleged criminal conduct while on duty if they have a conflict of interest.

Defines a conflict of interest as existing when a prosecutor received monetary benefits (including campaign contributions) from law enforcement organizations or associations at any point between filing to run for office and the conclusion of their term, and that organization provides legal representation to members under criminal investigation.

If a district attorney recuses themselves, the Attorney General assumes responsibility for the prosecution; if the Attorney General has a conflict of interest, they must recuse themselves and appoint a special prosecutor.

Applies to law enforcement organizations or associations that are involved in the investigation, employed the officer at the time of the alleged crime, or of which the officer was a member at the time of the alleged crime.
