Changes eligibility requirement for Democratic Party county central committee elections to require political party preference for Democratic party listed on voter's affidavit of registration at time of election.

Permits non-U.S. citizens who would be eligible to register to vote if they were citizens to serve on county central committees if the committee's bylaws allow it and other eligibility requirements are met.

Requires committees to notify county elections officials by the 172nd day before the presidential primary election if their bylaws permit non-citizen eligibility, and provide a list of eligibility requirements.

Replaces the certificate of eligibility process with a new declaration of eligibility form that candidates must complete and file with the county elections official at the time of candidacy.

Requires reimbursement to local agencies for state-mandated costs if the Commission on State Mandates determines the bill imposes such costs.
