Amends Government Code Section 54221 to add "eligible military base land" as a category of exempt surplus land that local agencies can dispose of without following standard surplus land procedures.

Defines eligible military base land as former military bases granted by the federal government to local agencies where at least 20 percent of residential units permitted after January 1, 2022, are restricted to low or moderate income households, with at least 15 percent restricted to lower income households.

Requires local agencies disposing of eligible military base land to adopt an initial finding of exemption, report annual development status in their budget reports, and track the percentage of affordable units permitted.

Establishes a compliance check on January 1, 2027, and every five years thereafter; if affordability requirements are not met, the land loses exempt status and must comply with standard surplus land disposal requirements.

Applies specifically to the Tustin Marine Corps Air Station redevelopment project and includes legislative findings that a special statute is necessary due to the unique nature of federal military base disposal agreements.
