Establishes a three-year grant term for domestic violence shelter service providers funded through the Comprehensive Statewide Domestic Violence Program.

Mandates minimum site visits every three years for each funded shelter to assess performance and provide technical assistance, with written reports due within 60 days.

Creates a request for application (RFA) process for shelters reapplying for funding that assesses past performance history without requiring competitive grant applications.

Limits Office of Emergency Services administrative costs to no more than 10 percent of program funds appropriated for the domestic violence program.
