CA SB723

Establishes the California LEADS (Leadership, Excellence, Academic, Diversity, and Service-Learning) Tutoring Program to provide supplemental individualized learning assistance, both in-person and online, to address COVID-19 learning loss in kindergarten through grade 12.

Requires the State Department of Education to adopt regulations by April 1, 2022, governing the program, including required instruction in English language arts and mathematics, tutor vetting standards, and mechanisms for tutors to receive college credit and pursue teaching careers.

Requires county offices of education to notify the department by May 1, 2022, of participating school districts, with the department announcing the final list by June 1, 2022.

Requires participating school districts to submit annual reports to the department detailing learning gains and program costs beginning August 1, 2023, and requires the department to submit a progress report to the Legislature by December 1, 2023.

Program becomes operative only upon legislative appropriation and imposes state-mandated local program requirements on county offices of education.
