Establishes the Parent Participation Preschool Pilot Program under the State Department of Education to provide one-time grants to California state preschool program contracting agencies for creating or expanding parent participation preschool programs

Defines "parent participation preschool program" as a state-funded preschool with an educational component for parents, guardians, or family members that may include volunteer opportunities in classrooms or other program aspects, covering topics such as kindergarten readiness, nutrition, behavioral health, and culturally competent parenting skills

Requires the department to announce grant criteria by March 31, 2022, award grants by the start of the 2022–23 school year, and submit a report to the Legislature by January 1, 2024, evaluating the pilot program's impact

Permits grant funds to support teacher salaries, classrooms, curriculum, child learning development, and parent educational components, while limiting administrative costs to no more than 5 percent of appropriated funds

Automatically repeals the pilot program 5 years after an appropriation is made in the annual Budget Act or other statute, contingent upon such appropriation for implementation
