Expands the Alternative and Renewable Fuel and Vehicle Technology Program to fund development and deployment of technologies that reduce criteria air pollutants and air toxics, in addition to greenhouse gas emissions.

Requires the commission to expend at least 50% of program funds on projects benefiting disadvantaged and low-income communities, with at least 50% of location-based investments in those communities, averaged over three-year periods.

Requires the Strategic Growth Council to convene at least two meetings annually with state agencies and regional entities to coordinate sustainable transportation policy implementation and publicly report coordinated actions by December 31, 2023 and annually thereafter.

Prioritizes program investments in nonattainment areas under the federal Clean Air Act, projects providing matching funds, those promoting California-based technology and jobs in disadvantaged communities, and those supporting workforce transitions to clean energy sectors.

Removes requirements to develop a comprehensive Sustainable Transportation Strategy by January 1, 2024, and eliminates the requirement to appoint a lead agency for zero-emission vehicle coordination.
