Eliminates the maximum limit of 12 instruction cards previously required at polling places under California Elections Code Section 14105.

Maintains the minimum requirement of at least 6 instruction cards to guide voters in obtaining and marking their ballots.

Changes gender-specific language in the Elections Code from "his or her" to "the voter's" and "the member's" for inclusive terminology.
